RIHEAP Heating Assistance Home and Utilities

Heating Assistance is open.

The Rhode Island Heating and Energy Assistance Program (RIHEAP) helps low-income households with fuel bills during the winter. Eligible households receive a grant to help pay their heating bills. Grants are paid directly to the utility or fuel company.

The program generally runs from mid-October thru April. Read more at the Rhode Island Department of Human Services.


RIHEAP is available to individuals and families, whether they own or rent.

Westbay’s RIHEAP program serves residents of Warwick, West Warwick, East Greenwich, and Coventry. Residents of other towns should contact their local community action agency.

New Applications

Applications are not available online. New applicants must schedule an appointment to apply.

After you schedule your appointment, you will receive application instructions. Please print out any necessary forms and complete them before your appointment.

Renewal Applications

If you received a RIHEAP grant last year, you should have received a renewal application in the mail. Heating assistance forms are also available below.

Make all required copies prior to dropping off your application. Westbay is unable to make copies for you.
